Local Law Deadlines

Managing a New York City condo or co-op means paying close attention to the city’s complex network of Local Laws, and making sure your building or association is in full compliance to avoid the city’s notoriously steep fines.

Below is a 2026 Annual Compliance Checklist, organized chronologically by deadline.

Cleanup & Preparation (January - March)

January 1 - January 31: LL152 (Gas Piping) Violations. The DOB issues Notices of Violation (NOV) in January for buildings that failed to file their Gas Piping System Periodic Inspection Certification (GPS2) in the previous calendar year.

March 31: LL152 Exemptions. If your building does not have a gas piping system, you must file an Exempt Building Notification by this date to avoid an automatic violation.

Ongoing: Boiler Inspections. Schedule your annual high-pressure or low-pressure boiler inspections early to ensure you have time for repairs before the end-of-year filing.

Sustainability (April - June)

May 1: LL84 (Benchmarking). Deadline to submit energy and water consumption data for the previous calendar year via the EPA Portfolio Manager.

May 1: LL88 (Lighting & Sub-metering). If your building has not yet demonstrated compliance with lighting upgrades and sub-metering for commercial tenants, the compliance report is due today.

May 1: LL97 (Carbon Emissions)–GFE Checkpoint. For buildings on a "Good Faith Effort" (GFE) Decarbonization Plan, this is a critical verification checkpoint. You must prove that promised physical retrofits are operational and delivering results.

June 30: LL84 & LL97 Extensions. Deadline to apply for a 60-day filing extension for Benchmarking or Greenhouse Gas reports.

Mid-Year Safety (July - September)

August 15: FDNY Fire Safety Bulletin. The FDNY posts the annual fire and emergency preparedness bulletin on this date. Boards must reproduce and prepare this for October distribution.

September 15: School/Window Guard Notices. While distribution typically happens in January, Q3 is when many managers begin auditing their "Window Guard Lead Paint" logs for the upcoming year's annual mailing.

The Final Filing Push (October - December)

October 1 - October 31: LL33 (Energy Grades). New Building Energy Efficiency Rating labels (the A-F letter grades) must be printed and posted near every public entrance.

October 4 - October 10: Fire Prevention Week. Distribute the FDNY Fire and Emergency Preparedness Bulletin to all residents during this week.

December 31: LL87 (Energy Audits). If your building’s block number ends in "6", your 10-year Energy Efficiency Report (EER) is due today.

December 31: LL152 (Gas Piping) Cycle 2, Sub-cycle C. Buildings in Community Districts 4, 6, 8, 9, and 16 must have their gas piping inspected by a Licensed Master Plumber and filed by year-end.

December 31: LL126 (Parking Garages). If your building has a parking structure in The Bronx, Queens, or Staten Island, the full periodic inspection report must be filed by the end of Sub-cycle 1C's two-year window (January 1, 2026 – December 31, 2027). If you have not yet scheduled your inspection with a Qualified Parking Structure Inspector (QPSI), do so now. Note: the one-time initial observation deadline of August 1, 2024 has passed; buildings that have not yet filed that report are already in violation and should contact the DOB.

December 31: Elevator Affirmations. Final deadline for filing the affirmation of correction for any defects found during annual elevator inspections.

Critical 2026 Reminders

Local Law 97 Penalties: Penalties for exceeding carbon limits are now active. The fine is $268 per metric ton over your building's specific limit.

Cooling Standards (LL23 of 2026): Be aware of new amendments regarding cooling systems in tenant-occupied dwellings that may require board review for common-area infrastructure upgrades.

Parking Garage Annual Observations: Even if your 6-year filing isn't due, LL126 now requires a "Qualified Parking Structure Inspector" (QPSI) to create an annual observation checklist that the building must keep on-site. 

Remember: always verify your Community District and Tax Block Number, as these are the primary "triggers" for when your specific building's cycle (for Gas, Energy Audits, and Garages) begins.
